Systematic-Theological Exposition
Divine Judgment on the Violation of Universal Providence and Covenantal Order: A Systematic-Theological and Historical-Grammatical Exegesis of Amos 1:9–15 (Tyre, Edom, Ammon) and Its Redemptive-Historical Fulfillment
Calvin (Aletheia Lab, Research Professor of Systematic Theology)
I. Introduction: The Central Questions of the Oracles Against the Nations
1. Background and Purpose
In the mid-eighth century BCE, during the reign of Jeroboam II (ca. 793–753 BCE), the northern kingdom of Israel enjoyed a political expansion and economic prosperity that rivaled the age of Solomon. Assyria had entered a temporary decline, and Israel gained control of the trade routes that ran through its territory [1, 2]. Beneath this outward prosperity lay a structural exploitation of the weak, a collapse of judicial justice, and a distorted sense of election: "The LORD is our God alone, and no disaster will reach us" [3, 4]. Into this setting came Amos of Tekoa, a shepherd, with a word from God that overturned the theological complacency of his hearers. His oracle was a prophetic act of judgment.
Amos 1:9–15 belongs to the opening block of the book, the "Oracles Against the Nations" (OAN, Amos 1:3–2:16). It contains the divine indictments and verdicts against Tyre (1:9–10), Edom (1:11–12), and Ammon (1:13–15). The passage raises a difficult dogmatic question. By what judicial standard are nations that never received special revelation or the Sinaitic written Torah found guilty before the court of the LORD, who is Lord of all?
Tyre broke "the covenant of brothers" (בְּרִית אַחִים) and treated human beings as merchandise. Edom pursued its kinsman without end and "destroyed compassion" (שִׁחֵת רַחֲמָיו). Ammon ripped open the pregnant women of Gilead (בִּקְעָם הָרוֹת) to enlarge its territory. These acts are more than regional military conflicts. The purpose of this study is to show that the judgment against the nations is the forensic execution of a common grace (Gratia Communis) and equity (Aequitas) grounded in the created order and the Noahic covenant. It also aims to complete the redemptive-historical argument, from the text-critical evidence of the Septuagint (LXX) to the messianic restoration of David's tabernacle in the New Testament (Amos 9:11–12; Acts 15:16–18).
2. The State of the Scholarly Debate
Modern biblical scholarship and systematic theology have contested the interpretation of Amos 1:9–15 along four main fault lines.
First, on the judicial standard of the indictment, Douglas Stuart reads the oracles against the nations within the framework of the Mosaic law, treating them as an indirect extension of the Deuteronomic covenant curses [5, 6]. John Barton, in Amos's Oracles Against the Nations (1980) and related work, points out that the indictments of the nations never mention the Sinaitic Torah. He argues that the only standard is the "natural law" inscribed in creation, together with the international customs of the ancient Near East and a "poetic justice" [7, 8]. Robert Chisholm and Bruce K. Waltke advanced this debate in covenantal terms by showing that the Noahic covenant in Genesis 9:5–7 establishes the universal dignity of human life as a juridical foundation [9, 10]. The present study takes up Paul Helm's analysis of John Calvin's doctrine of equity (Aequitas) and common grace. Through that doctrine it seeks to bring Barton's natural-law approach and Chisholm's Noahic approach together within the preservation-order framework of Reformed dogmatics [11, 12].
Second, on the lexical and Septuagintal question of the Edom oracle, Michael Fishbane and Michael L. Barré read רַחֲמָיו in Amos 1:11 not as abstract compassion but as "allies," a term from ancient Near Eastern treaty language. On that reading, Edom's sin was purely political betrayal [9, 13]. W. Edward Glenny's study of the LXX of Amos argues that the translators rendered the phrase as καὶ ἐλυμήνατο μήτραν ἐπὶ γῆς, "and he defiled the womb upon the earth." That reading shows that Edom's sin was a violation of the maternal and life-giving order, not only a diplomatic failure [14, 15]. This study accepts Glenny's text-critical work as a dogmatic resource and uses it to correct Fishbane's political reductionism.
Third, on prophetic rhetoric and the dismantling of election ideology, Walter Brueggemann argues that the OAN is a deliberate rhetorical encirclement that overturns Israel's exclusive self-understanding, its "mono-ideology" [16, 17]. Brueggemann's concept of pluralism, however, risks relativizing Israel's special election itself. Following Bruce K. Waltke and Karl Möller, this study argues that what Amos dismantles is not the doctrine of election but a morally unaccountable election, one that has lost its ethical responsibility. Amos thereby establishes the impartiality of God, whose judgment shows no partiality (Rom 2:1–11) [4, 10, 18].
Fourth, on eschatology and christological fulfillment, Charles H. Savelle Jr. and Maarten Menken have shown that the judgment of the nations in Amos 1–2 is dramatically reversed in the restoration of David's tabernacle in Amos 9:11–12 and in the inclusion of the Gentiles in Acts 15:16–18. This is an eschatological reversal [19, 20]. Building on these exegetical findings, this study connects them to the dogmatic center of the doctrine of Christ's satisfaction (Satisfactio Christi). It explains how God's righteous wrath (Ira Dei) is turned, through the cross, into reconciliation and into the universal glory of the kingdom of God (Solomon, 2011) [19, 20].
3. Thesis Propositions
This study combines historical-grammatical exegesis with the dogmatic tradition of Reformed orthodoxy. It establishes three propositions.
Proposition 1 (universal jurisdiction grounded in common grace and equity). The indictment and judgment of Tyre, Edom, and Ammon by the LORD do not depend on the direct application of the Mosaic written law, nor on subordination to a secular legal order. They rest on the common grace (Gratia Communis) preserved through the created order and the Noahic covenant (Gen 9:5–7), and on the moral foundations of equity (Aequitas) and the good faith of ancient Near Eastern treaties (Bona Fides). The nations were condemned for trampling these foundations through crimes against humanity. The judgment is the execution of God's (Deus Iudex) universal jurisdiction.
Proposition 2 (covenantal dignity of life and the witness of the original languages). Tyre's violation of "the covenant of brothers" (בְּרִית אַחִים) and its trade in human beings, Edom's destruction of reḥem (רַחֲמָיו; LXX: μήτραν), and Ammon's slaughter of pregnant women in Gilead (בִּקְעָם הָרוֹת) for control of the king's highway were more than geopolitical aggression of the ancient world. They were military terror that deliberately destroyed the preservation of creaturely life and the maternal order of the womb. Such acts were a blasphemous assault on the Creator.
Proposition 3 (prophetic rhetoric overturned and messianic eschatology). Amos's oracles against the nations shatter Israel's distorted claim to privilege and proclaim the impartiality of God (Rom 2:1–11). The rhetorical encirclement serves this end. The image of the consuming fire of judgment, however, is ultimately resolved in the redemptive-historical completion of Christ's cross. Through that cross the fallen tabernacle of David is restored, and the nations are gathered into God's people (Amos 9:11–12; Acts 15:16–18).
4. Scope and Focus of Exegesis
This article compares the Masoretic Text (MT, BHS) with the Septuagint (LXX). It analyzes in detail the syntax and etymology of the key expressions: בְּרִית אַחִים (Amos 1:9); שִׁחֵת רַחֲמָיו (1:11; LXX: καὶ ἐλυμήνατο μήτραν ἐπὶ γῆς); and בִּקְעָם הָרוֹת הַגִּלְעָד לְמַעַן הַרְחִיב אֶת־גְּבוּלָם (1:13). To secure the historical reality of the exegesis, it sets these texts beside the historical sources on the trade routes of the eighth century, especially the struggle over the King's Highway, and beside Assyrian military inscriptions.
II. Body: Dogmatic and Historical-Grammatical Argument on the Oracles Against Tyre, Edom, and Ammon
1. Proposition 1: Universal Providence and the Forensic Foundation of Common Grace
1) Equity (Aequitas) Under Common Grace, Distinct from the Sinaitic Torah
The doctrine of providence (De Providentia Dei) affirms that God rules justly over the whole creation and over the history of the nations, not only over his elect covenant people. The most striking exegetical feature of the OAN in Amos 1–2 is that the indictments of the foreign nations contain none of the items of the Sinaitic written Torah: no sabbath, no sacrificial regulations, no idolatry as such. By contrast, Judah is indicted precisely because it "despised the law of the LORD (תּוֹרַת יְהוָה) and did not keep his statutes" (2:4). The nations are charged with offenses against universal moral conscience and the dignity of human life [4, 8].
As Paul Helm shows, John Calvin located the juridical basis on which the nations outside the written law stand "without excuse" before the divine tribunal in natural law (Lex Naturalis) and in the equity written into the human heart [11, 12]. For Calvin, equity is the moral order of God inherent in creation and "the eternal boundary toward which all laws, treaties, and judicial institutions ought to aim" (Inst. IV.20.16) [11]. To keep sinful humanity from destroying itself in unrestrained violence and barbarism, God has granted, through common grace, restraining mechanisms of conscience, reason, and social good faith [11, 12].
Accordingly, the judgment on Tyre, Edom, and Ammon is not a violation of a Stoic autonomous reason or of an abstract natural law. It is the active judicial execution by the Lord of the universe, Yahweh, against a guilt that trampled the "boundary of equity" which the Creator had preserved by common grace for the survival and social peace of humankind, trampling it for the sake of imperial greed [8, 11].
Figure 1. The judicial hierarchy of the oracles against the nations
- The sovereignty of the Creator-LORD (Ius Dei)
- Special grace and special revelation (Judah and Israel): the Sinaitic covenant Torah; covenant statutes and worship; responsibility under revealed law
- Common grace and creational preservation (Tyre, Edom, Ammon, and other nations): the Noahic covenant (Gen 9:5–7); natural equity (aequitas); the good faith of ancient Near Eastern treaties
2) The Noahic Covenant (Gen 9:5–7) and the Theological Grounding of the Treaty Ecology
The scriptural foundation of this order of common preservation lies firmly in the Noahic covenant of Genesis 9:5–7. As Bruce K. Waltke and Robert Chisholm stress, the Noahic covenant, unlike the Abrahamic or Mosaic covenants, is a universal covenant of preservation that encompasses all humankind and all creatures [9, 10, 21]. Its central norm is the constitution protecting life: "Whoever sheds the blood of man, by man shall his blood be shed, for God made man in his own image" (Gen 9:6) [9, 21].
In the international relations of the ancient Near East, the system of treaties, especially parity treaties between kings of equal standing, was sustained by good faith (Bona Fides) sworn before the gods [1, 22]. Yet this system did not arise as a self-sustaining secular norm. Good faith between states and the maintenance of peace are concrete historical expressions of the order of life that the Creator gave to humankind through the Noahic covenant.
It follows that Tyre's breach of its treaty and its sale of its own kinsfolk into slavery, and Ammon's forcible seizure of territory, were more than violations of the diplomatic conventions of the ancient world. They deliberately dismantled the restraining mechanisms of common grace by which God preserves human society. They reduced human beings, who bear the image of God (Imago Dei), to commercial goods or objects of slaughter. This is a blasphemy against the Creator [8, 10, 21].
2. Proposition 2: Breach of Covenant Faithfulness and the Original-Language Exegesis of Atrocity
1) The Judgment on Tyre (1:9–10): Breaking "the Covenant of Brothers" and the Commodification of Persons
> "Thus says the LORD: For three transgressions of Tyre, and for four, I will not revoke its punishment, because they delivered up whole communities in exile to Edom, and did not remember the covenant of brothers." (Amos 1:9)
The Hebrew text states Tyre's indictment in two clauses: wəlō' zāḵərû bərîṯ 'aḥîm ("they did not remember the covenant of brothers") and 'al-hasgîrām gālût šəlēmāh le'ĕḏôm ("because they delivered up a whole captive community to Edom") [5, 6].
According to HALOT and NIDOTTE, the noun bərît ("covenant") combined with 'aḥîm ("brothers") designates, in ancient Near Eastern treaty law, a parity treaty between rulers of equal sovereignty [23]. In the Egyptian-Hittite treaty between Ramesses II and Hattusili III, the parties address each other as "brother" (aḫu) and pledge mutual non-aggression and security [1, 22]. Historically, the phrase points to the friendly treaties between Israel and Tyre, beginning in the time of David and Solomon with Hiram of Tyre (1 Kgs 5:12; 9:13), and to the politically motivated commercial alliances of the Omride-Ahab dynasty [1, 2].
Syntactic analysis of Amos 1:9b: the causal clause 'al-hasgîrām gālût šəlēmāh (preposition 'al + Hiphil infinitive construct + suffix) is coordinated with the causal clause wəlō' zāḵərû bərîṯ 'aḥîm (conjunction wə- + negative lō' + Qal perfect of zākar).
The verb zākar ("remember") here is not mere cognitive recollection. It denotes the juridical act of faithfully keeping and executing the terms of a public covenant [5, 6]. The phrase gālût šəlēmāh ("a whole exile" or "a complete deportation") denotes the seizure of an entire civilian community, including women, the elderly, and children, rather than combatants alone [5, 9].
Tyre, at the height of its Mediterranean maritime trade in the eighth century, seized innocent people from the brotherly nation of Israel, with whom it was bound by treaty, and delivered them to Edom. Edom controlled the inland and Red Sea trade routes and their slave markets. Tyre did this to maximize commercial profit [1, 2]. This was a crime of human commodification in which the image of God was reduced to an exchange value. It broke the foundations of common-grace good faith.
2) The Judgment on Edom (1:11–12): Šiḥēṯ Raḥămāyw and the Septuagint (kai elymēnato mētran epi gēs)
> "Thus says the LORD: For three transgressions of Edom, and for four, I will not revoke its punishment, because he pursued his brother with the sword and cast off all compassion; his anger tore perpetually, and he kept his wrath forever." (Amos 1:11)
The phrase in this verse that has provoked the sharpest debate is wəšiḥēṯ raḥămāyw. Fishbane and Barré reread it as "allies," tying it to the diplomatic language of treaties, and so confined Edom's guilt to military betrayal [9, 13].
However, the etymology of the word, as analyzed in HALOT and NIDOTTE, points elsewhere. The noun raḥămîm is derived from reḥem, "womb." It denotes a instinctive, maternal compassion that wells up toward one's own blood [23]. In combination with the Piel perfect of šāḥaṯ, the phrase means that Edom destroyed the natural fraternal affection and mercy which the Creator had planted within the human heart.
Moreover, as W. Edward Glenny has shown, the LXX tradition completely undermines Fishbane's political reductionism [14, 15]. The LXX renders the verse:
> καὶ ἐλυμήνατο μήτραν ἐπὶ γῆς (kai elymēnato mētran epi gēs) > "and he defiled the womb upon the earth." [14, 15]
The LXX translators read the consonantal cluster rḥm not as an abstract noun but as the physical "womb" (reḥem, μήτραν). They added ἐπὶ γῆς, "upon the earth," which extends the scope of the sin. This reading shows that Edom's crime was not only the breach of a political alliance. It tore apart the bonds of kinship with a brother born from the same womb (Gen 25:21–26), and it violated the holy, life-preserving maternal order that God maintains over the earth. The textual tradition of the Hellenistic Jewish world witnesses to this interpretation [14, 15].
3) The Judgment on Ammon (1:13–15): The Slaughter of Pregnant Women (Biq‘ām Hārôt) and Military Terror
> "Thus says the LORD: For three transgressions of the Ammonites, and for four, I will not revoke its punishment, because they ripped open the pregnant women of Gilead in order to enlarge their border." (Amos 1:13)
The key phrase that identifies Ammon's crime is 'al-biq‘ām hārôt haggil‘āḏ ləma‘an harḥîḇ 'eṯ-gəḇûlām.
The verb bāqa‘ denotes the violent splitting and tearing of something hard, and hārôt denotes "pregnant women" [23]. As Waltke and O'Connor analyze, the Qal infinitive construct biq‘ām grammatically confirms that the Ammonite forces themselves carried out this atrocity, not through delegation or indirect command [23].
This act is not a rhetorical exaggeration or a poetic metaphor. Mordechai Cogan has argued that Assyrian royal inscriptions from the reign of Tiglath-pileser III and other ancient Near Eastern military records show that the slaughter of pregnant women was a deliberate tactic of terror warfare, meant to break the resistance of a conquered people and to eradicate its descendants [9, 23].
Geopolitical background: the region of Gilead, east of the Jordan, controlled the "King's Highway" (derek hammelek), the great international route along which South Arabian incense and Red Sea luxury goods moved. This was the most important strategic position on that route [1, 2, 22]. Ammon sought to monopolize the commercial tolls and to enlarge its territory (ləma‘an harḥîḇ 'eṯ-gəḇûlām). To secure a permanent claim to the land, it destroyed the future heirs of Gilead while they were still unborn [1, 2, 9].
Figure 2. Ammon's geopolitical expansion and military terror
- Control of the King's Highway and the Gilead trade route (purpose: ləma‘an harḥîḇ 'eṯ-gəḇûlām, "to enlarge their border")
- Slaughter of the unborn and the eradication of future generations (biq‘ām hārôt, "ripping open the pregnant women"), which closed off any future claim to the land by the heirs of Gilead
- Burning of the walls of Rabbah and the judgment of the LORD (theophanic fire), ending in the captivity of the king and his princes and the dissolution of the imperial order
Their crime was not a mere territorial dispute. It was a total rebellion against the providential order of creation, which commands that human beings be fruitful and multiply.
3. Proposition 3: The Overturning of Prophetic Rhetoric and the Redemptive-Historical Fulfillment of Messianic Eschatology
1) Brueggemann's Dismantling of "Mono-Ideology" and the Establishment of Covenantal Responsibility
The literary arrangement of the OAN is a carefully calculated rhetoric of geographical encirclement [16, 17]. Amos pronounces judgment on Damascus to the north (1:3–5), Philistia to the west (1:6–8), Tyre to the northwest (1:9–10), Edom to the south (1:11–12), Ammon and Moab to the east (1:13–2:3), and then Judah (2:4–5), completing a circuit around Israel's whole geographical horizon [16, 17].
As Walter Brueggemann has shown, the northern Israelite audience was held captive by a "mono-ideology": the conviction that the LORD is one and that Israel alone is his people [16, 17]. They would have celebrated the downfall of their enemies as a triumph of orthodoxy. Amos, however, aims the final arrow of judgment at Israel itself (2:6–16) [16, 17].
Dogmatically, one correction must be stated precisely. What Amos dismantled was not God's sovereign covenant election of Israel. He exposed Israel's distorted election, which had turned privilege into moral immunity and treated God's choice as a cover for ethical irresponsibility. Amos 3:2 states the point: "You only have I known of all the families of the earth; therefore I will punish you for all your iniquities." Those who receive special revelation bear a heavier judicial responsibility [4, 16].
2) Bruce K. Waltke on Impartiality and the Intertextual Relation to Romans 1–2
Bruce K. Waltke explains that the purpose of Amos's combination of the judgment of the nations with the judgment of Israel is to establish the truth that God's judgment has no partiality and no double standard; it is impartial [10, 18].
This prophetic argument forms a full redemptive-historical intertextual relation with the argument of Paul in Romans 1–2 [10, 24].
Figure 3. Correspondence between the judicial arguments of Amos 1–2 and Romans 1–2
Amos 1:3–2:16 (the Old Testament tribunal):
1. The violation of common grace and natural law by the nations (treaty-breaking by Tyre, the slaughter by Ammon, and so on)
2. The self-deceiving encirclement of the hearers: Israel's self-deception ("those wicked Gentiles deserve death")
3. The covenant judgment on the elect nation: Israel's crimes against grace (Amos 2:6–16)
Romans 1:18–2:11 (the New Testament tribunal):
1. The Gentiles' suppression of general revelation and moral corruption (Rom 1:18–32: "suppressing the truth by unrighteousness")
2. The judgment of the self-righteous Jew who condemns others (Rom 2:1–5: "you have no excuse, O man, who judge another")
3. God shows no partiality: judgment according to deeds (Rom 2:6, 11)
When Paul writes in Romans 2:11 that "God shows no partiality" (οὐ γάρ ἐστιν προσωπολημψία παρὰ τῷ θεῷ), and places Jew and Greek alike under sin, he completes the theology of impartial judgment that Amos established [10, 24].
3) The Eschatological Reversal in Amos 9:11–12 and Acts 15, and the Christological Completion
Amos's oracles against the nations do not end in the destruction of the consuming fire of chapters 1–2. The canonical conclusion of the book, Amos 9:11–12, announces a great redemptive-historical reversal (eschatological reversal) [10, 19]:
> "In that day I will raise up the booth of David that is fallen and repair its breaches, and raise up its ruins and rebuild it as in the days of old, that they may possess the remnant of Edom and all the nations who are called by my name." (Amos 9:11–12)
The remnant of Edom and the nations, which were the objects of judgment in chapter 1, are in the eschatological day restored among God's people within the messianic tabernacle of David [10, 19].
At the Jerusalem Council in Acts 15, James, the brother of the Lord, declared the unconditional inclusion of Gentile believers and cited this very passage of Amos 9:11–12 (in the LXX text) as the decisive scriptural warrant (Acts 15:16–18) [19, 20]. Charles H. Savelle Jr. has shown that the LXX translators rendered the Hebrew yîrəšû 'eṯ-šə'ērîṯ 'ĕḏôm ("they may possess the remnant of Edom") as ὅπως ἂν ἐκζητήσωσιν οἱ κατάλοιποι τῶν ἀνθρώπων τὸν κύριον, "that the remnant of humankind may seek the Lord." In this way they extended the conquest of Edom into a messianic salvation for all humanity [19, 20].
Figure 4. The redemptive-historical reversal from the judgment of the nations to universal salvation
- Amos 1:9–15: judgment on the violence and the crimes against humanity of Tyre, Edom, and Ammon (the consuming fire against their walls)
- Amos 9:11–12: the restoration of David's fallen tabernacle, and the possession of Edom's remnant and the nations
- Christ's incarnation, cross-bearing atonement, resurrection, and exaltation (Satisfactio Christi): the curses of the law and of natural law are removed at the cross; God's righteousness (Iustitia Dei) is fully satisfied
- Acts 15:16–18: the Jerusalem Council declares that Gentiles are God's people without distinction; the universal kingdom of God is realized in Christ (Solomon, 2011)
The mediating link that must enter at this point is the cross of Christ (Satisfactio Christi). God's righteous justice never overlooks sin or converts it into salvation by compromise. How could Edom and the nations, deserving the consuming fire of Amos 1, become children of God in Acts 15? Romans 3:25–26 and Galatians 3:13 testify that the Son of David, Jesus Christ, bore on the cross the wrath and curse that fell upon humanity under the law and natural law, and thereby satisfied divine justice [19, 24]. Because justice and mercy kissed at the cross, the nations that had once been the objects of judgment are now gathered, without distinction from the Jews, into the true tabernacle of David, the body of Christ, the church. The redemptive-historical reversal is complete [10, 19, 20].
III. Objections and Replies
To strengthen the dogmatic and exegetical argument, this section states three principal objections that may be raised in the scholarly discussion and responds to each directly.
1. Objection 1: The Attribution of the Oracles to the Mosaic Covenant Curses (Douglas Stuart)
The objection. Douglas Stuart and others argue that because the LORD is the covenant God of Israel, the judgment of the nations in the OAN is an extension of the covenant curses of Deuteronomy 28 and Leviticus 26 to the nations around Israel [5, 6]. On this view, positing a common grace or a natural-law jurisdiction independent of the Sinaitic covenant damages the covenantal unity of the Old Testament.
Reply. Stuart's argument rightly stresses the importance of the covenant, but it overlooks a clear textual distinction and therefore makes a category mistake.
First, when Amos indicts Judah and Israel, he uses explicit covenantal vocabulary: "the law" (תּוֹרָה) and "statutes" (2:4). When he indicts the nations, he never mentions a violation of the law [4, 8].
Second, the Mosaic covenant binds only those parties who swore to the covenant document at Sinai. Applying the Mosaic curses directly to nations that never received the Torah misreads the basic logic of Old Testament law.
Third, as Barton and Chisholm have shown, the standard of the indictment of the nations is the Noahic covenant of Genesis 9 and universal equity [8, 9]. The judgment of the nations is therefore not a mechanical extension of the Mosaic covenant. It is the execution of universal jurisdiction grounded in the providential order by which God preserves the whole creation [8, 11].
2. Objection 2: The Reading of the Pregnant-Women Clause as Rhetorical Exaggeration or Metaphor
The objection. Some literary critics argue that Ammon's "ripping open of the pregnant women" (1:13) is not a historical event but a poetic hyperbole, a synecdoche used to heighten the horror of war.
Reply. This view may appear to honor the literary character of prophecy, but it seriously damages both the military reality of the ancient Near East and the forensic genre of the Amos oracles.
First, as Cogan has argued, Assyrian royal records show that the slaughter of pregnant women was a deliberate tactic of terror warfare, used in the ancient Near East to break the identity of a conquered people and to implant fear [9, 23]. Second Kings 8:12 and Hosea 13:16 likewise confirm that such atrocities were historical realities on the border regions of Gilead.
Second, the OAN is not poetic play. It is a forensic indictment (Indictment) that names the crimes before the divine tribunal. If the crime named in the indictment were a fictional exaggeration, the judicial legitimacy of the death sentence, the theophanic fire, would collapse.
Third, the Hebrew text links the crime to a clear geopolitical purpose clause: ləma‘an harḥîḇ 'eṯ-gəḇûlām ("in order to enlarge their border"). This shows that the act was a deliberate and calculated military terror, aimed at monopolizing the King's Highway by destroying future generations [1, 2, 23].
3. Objection 3: The Limitation of Šiḥēṯ Raḥămāyw to the Language of Treaties (Fishbane and Barré)
The objection. Michael Fishbane and Michael L. Barré reject the traditional rendering of raḥămāyw in Amos 1:11 as inward "compassion." They reduce the word to the treaty term "allies," and argue that Edom's sin should be limited to a breach of a military alliance [9, 13].
Reply. Fishbane's comparative linguistic work clarifies the diplomatic background, but it neglects Hebrew etymology and the reception history of the text. It is a form of lexical reductionism.
First, the Hebrew root r-ḥ-m, throughout the Old Testament, is a moral and personal term for maternal compassion and fraternal mercy, derived from reḥem, "womb" [23]. In the verse, its combination with the kinship term "his brother" ('āḥîw) clearly recalls the womb-bond between Jacob and Esau (Gen 25) [5, 6].
Second, the LXX rendering that W. E. Glenny has analyzed, καὶ ἐλυμήνατο μήτραν ἐπὶ γῆς ("he defiled the womb upon the earth"), is a decisive text-critical witness. It shows that Hellenistic Jewish scribes two thousand years ago read the word not as a diplomatic breach of an alliance but as the destruction of the maternal order of life [14, 15]. Edom's sin is therefore best understood as a crime against the covenant that includes both a diplomatic betrayal and the violation of the natural fraternal mercy and life-preserving order of human nature [14, 23].
IV. Conclusion: Summary of Findings and Dogmatic and Contemporary Implications
1. Summary of the Study
This study has analyzed the oracles against Tyre, Edom, and Ammon in Amos 1:9–15 from the standpoint of systematic theology and historical-grammatical exegesis. It has reached the following conclusions.
First, God's judgment on the nations outside special revelation and the Sinaitic law does not rest on the direct binding force of the Mosaic Torah. It rests on the creational order and the Noahic covenant (Gen 9:5–7), on common grace (Gratia Communis) and equity (Aequitas), and on the good faith of ancient Near Eastern treaties. The judgment is the execution of the universal jurisdiction of the LORD, Lord of the universe, against crimes that violate humanity (Proposition 1) [8, 9, 11].
Second, Tyre's breach of "the covenant of brothers" (בְּרִית אַחִים) and its trade in persons, Edom's destruction of reḥem (רַחֲמָיו; LXX: μήτραν), and Ammon's slaughter of pregnant women for control of the King's Highway (בִּקְעָם הָרוֹת) were not only geopolitical conquest in the ancient world. They were blasphemous acts of military terror that destroyed the image of God and the maternal order of life. The original-language exegesis and the comparison with Assyrian records support this reading (Proposition 2) [1, 14, 23].
Third, the oracles against the nations dismantle Israel's amoral election and establish the impartiality of God (Rom 2:1–11). This is the rhetorical encirclement of the prophet. The image of the consuming fire of judgment is finally resolved, through Christ's satisfaction on the cross, in the restoration of David's fallen tabernacle and in the incorporation of the nations (Amos 9:11–12; Acts 15:16–18). This is the completion of the kingdom of God (Proposition 3) [10, 16, 19].
2. Dogmatic and Contemporary Implications
The implications of this study for the contemporary church and for Christian ethics are clear.
First, the study restores the universal reign of God and public ethics. God is not only the Lord of the church. He is the sovereign of the whole world, who watches over the histories and institutions of the nations. Structural violence in which states and corporations trample on human dignity and turn the weak into commodities, for the sake of economic gain or the expansion of power, is not overlooked. It will be judged before the just tribunal of God [8, 11].
Second, the study calls for the dismantling of distorted election and of privilege. Israel fell under the most severe judgment because, convinced of its status as the covenant people, it tolerated social injustice. In the same way, the church today must not treat the grace of salvation as an exclusive privilege over against the world, or as a shield for ethical irresponsibility. As Paul warns, God shows no partiality, and he judges each person according to deeds (Rom 2:6, 11) [10, 24].
Third, the study points to the universal peace (Shalom) of the cross and the completion of the kingdom of God. Amos's severe oracles do not end in despair. Through Christ's atoning death, the curse of sin is removed, and the nations are called together into one body. The gospel of this holy reconciliation has been brought to completion in glory. The church holds this gospel of reconciliation and, against all violence and injustice in the world, bears witness to the eschatological justice and peace of the kingdom of God that will be fulfilled in Christ [10, 19].

1. Sources. Per instruction, I did not write a bibliography. The [1]–[24] markers are preserved for the system to reattach the verified sources.
2. Omitted Akkadian line. The draft quoted an Akkadian phrase from a Tiglath-pileser III inscription. I could not verify the transliteration or its translation, so I left the quotation out and kept only the claim, attributed to Cogan [9, 23]. Please check the source before reinstating it.
3. Attributions to verify. The "allies" reading of raḥămāyw (Fishbane and Barré), Savelle's LXX reading of Amos 9:12, Menken, Karl Möller, and the phrase "Circling the Target" for Brueggemann each need a check against the original publication.
4. Author-year citation. "(Solomon, 2011)" appears in the draft without a matching reference entry. I kept it as written. Either add the entry to the source list or remove the citation.
5. Institutes quotation. The quotation of Inst. IV.20.16 is my English rendering. Please compare it with a standard translation (Battles or Beveridge) before publication.
6. Hebrew typo. The draft's "הַרְחִי브" (with a corrupted character) is corrected to הַרְחִיב in Proposition 2's and the scope section's citations.
7. Format. Box-drawing diagrams and the in-text table-like layouts were converted to lists (Figures 1–4), since they do not suit a journal manuscript or Discord display.

Covenant Fidelity Broken and Universal Justice: A Historical-Grammatical Exegesis of Amos 1:9–15 with New Testament Intertextuality
Wright
Abstract
This article offers a historical-grammatical exegesis of Amos 1:9–15, the oracles against Tyre, Edom, and Ammon. It compares the Masoretic Text (MT) with the Septuagint (LXX), tests the lexical claims that have dominated recent debate, and reads the indictments within a theology of divine justice and common grace. It then traces the oracles' trajectory through Amos 9:11–12, Acts 15, and the doctrine of penal substitution. The argument is that the nations are condemned under a standard that does not depend on the Sinaitic Torah, and that this condemnation finds its resolution only in the cross of Christ.
I. Introduction: The Theological Center of the Oracles Against the Nations
1. Background and Purpose
The reign of Jeroboam II over the northern kingdom (ca. 793–753 BCE) is remembered as a golden age of external security and economic growth. Beneath this material abundance, however, lay the systematic exploitation of the poor, a corrupt judiciary, and a nationalist sense of election that assumed Yahweh's favor would shield Israel from judgment: "Yahweh is our God alone, and no disaster will fall upon us." Into this climate the word of the Lord came to Amos of Tekoa. His oracles struck at the theological complacency of his hearers with the force of a rhetorical bomb.
The passage under study, Amos 1:9–15, belongs to the Oracles Against the Nations (OAN, Amos 1:3–2:16) that open the book. It records the divine indictment and sentence against Tyre (1:9–10), Edom (1:11–12), and Ammon (1:13–15). For much of modern scholarship the text has been a crossroads where several themes meet: the structure of ancient Near Eastern treaties, universal humanitarian norms and natural law, and the dismantling of Israel's ideology of election.
This study has three aims. It offers a syntactic and textual comparison of the Hebrew MT and the Greek LXX of the oracles against Tyre, Edom, and Ammon, set against their historical background. It fully incorporates the systematic-theological critique received in review, and it re-grounds the secular law of treaties within God's justice (Iustitia Dei) and common grace (Gratia Communis). Finally, it tests the unusual textual tradition of the LXX and argues that the oracles of Amos 1–2 move toward the restoration of David's booth (Amos 9:11–12) and its fulfillment in the inclusion of the Gentiles (Acts 15:16–18). That movement depends on the Christological mediation of penal substitution (Satisfactio Christi; Gal 3:13; Rom 3:25–26).
2. The State of the Debate
Modern scholarship on Amos 1:9–15 is divided along four main fronts.
The first concerns the juridical standard and natural law. Douglas Stuart (2012) reads the oracles against the nations as an extension of Deuteronomic covenant curses into Israel's surrounding world [1]. John Barton (1979) objects that the foreign indictments contain no Sinaitic Torah. For him the standard is a universal moral consensus rooted in the order of creation, that is, natural law and a notion of poetic justice [2, 3]. Robert Chisholm (2006) argues that the Noahic covenant (Gen 9:5–7) supplies the basis for indicting violations of human life [4]. Paul Helm (2004), analyzing Calvin, shows that natural law and equity function as gifts of common grace, divine guardrails for human society [5, 6].
The second concerns the lexicon of the Edom oracle and the textual criticism of the LXX. The phrase šiḥēt raḥămāyw (שִׁחֵת רַחֲמָיו) in 1:11 has been read by Michael Fishbane (1970) and Michael L. Barré (1985). Drawing on ancient Near Eastern treaty texts, they take the term as a technical word for "allies" rather than the abstract noun "compassion" [4, 7]. A. Gelston (2002) reads the LXX as simply mistaken. W. Edward Glenny (2007, 2010) answers that the LXX translator deliberately re-vocalized the consonantal root רחם as reḥem, "womb," and rendered the phrase "and he defiled the womb upon the earth" (καὶ ἐλυμήνατο μήτραν ἐπὶ γῆς) as an exegetical choice [8, 9]. This breaks the reductive secular reading of Fishbane and makes the LXX a decisive textual witness to the charge that Edom's sin is a cosmic assault on life.
The third concerns the brutality of the Ammon oracle and imperial military terror. The phrase biqqəʿām hārôt (בִּקְעָם הָרוֹת) in 1:13, "they ripped open the pregnant women of Gilead," has been read by Stuart as synecdochic hyperbole [10]. Mordechai Cogan (1983) and Chisholm, by contrast, set the verse beside Assyrian royal inscriptions and biblical historical evidence (2 Kgs 8:12; 15:16). They conclude that the practice was a real strategy of imperial terror, aimed at controlling the "King's Highway" trade route and eliminating the future generations of a conquered people [4, 7].
The fourth concerns prophetic rhetoric and the Christological structure of salvation history. Walter Brueggemann (2015) analyzes the OAN as a rhetorical strategy of geographic encirclement ("Circling the Target") designed to overturn Israel's self-enclosed mono-ideology [11]. Bruce K. Waltke (2012) argues that the oracles affirm God's impartiality (Rom 2:1–11) [12, 13]. Charles H. Savelle Jr. (2021) connects the restoration of David's booth in Amos 9:11–12 to the Jerusalem Council of Acts 15. There the risen and exalted Christ, through his cross and atonement, brings the Gentiles into the people of God as Gentiles, without first making them Jews [14, 15].
3. Propositions
On the basis of historical-grammatical exegesis, LXX textual criticism, and the New Testament's Christological account of salvation history, this study advances three propositions.
- [Proposition 1] Divine justice and the order of common grace. The judicial indictment of Tyre, Edom, and Ammon is not subordinate to secular treaty law. It rests on God's eternal justice (Iustitia Dei), on the equity written into human conscience, and on the preservation order established by common grace (Gratia Communis) to restrain the collapse of human society. It is a universal and providential condemnation of rebellion that violated the Noahic prohibition against bloodshed (Gen 9:5–7).
- [Proposition 2] Syntax, LXX textual criticism, and the indictment of life. The LXX preserves the reading "and he defiled the womb upon the earth" (καὶ ἐλυμήνατο μήτραν ἐπὶ γῆς) in Amos 1:11. The syntax of the Gilead charge in 1:13 (
בִּקְעָם הָרוֹת) shows that the crimes of Edom and Ammon were not merely diplomatic betrayals. They were imperial military terror, aimed at controlling trade routes and permanently taking territory by destroying the maternal order of life and the right of the unborn. This justifies the theophanic judgment by fire.
- [Proposition 3] Impartial justice and the universal salvation grounded in penal substitution. The impartiality of God that Amos establishes in his oracles (Rom 2:1–11) and the call to covenant responsibility are turned toward universal salvation in Amos 9:11–12 and Acts 15. That turn is realized and completed only through the penal substitution of Jesus Christ, who bore in one body the condemnation of both the Torah and natural law (Gal 3:13; Rom 3:25–26).
4. Scope and Focus
This study compares the BHS Masoretic Text with the LXX syntactically and text-critically. Its exegetical focus is the Hebrew phrases bərît ʾaḥîm (בְּרִית אַחִים), šiḥēt raḥămāyw (שִׁחֵת רַחֲמָיו), and biqqəʿām hārôt (בִּקְעָם הָרוֹת), and their Greek counterparts diathēkē adelphōn, elymēnato mētran epi gēs, and anesxizon tas en gastri echousas. Historically, it draws on evidence for the Assyrian westward expansion and the conflicts over the King's Highway. In its New Testament horizon, it traces the intertextual trajectory of Romans 1:18–2:11, Acts 15:13–21, Galatians 3:13, and Revelation 18:13.
II. Body: Historical Exegesis, Textual Criticism, and New Testament Synthesis
1. Proposition 1: The Juridical Indictment in Divine Justice and the Order of Common Grace
1) The Limits of Secular Treaty Law (Ius Gentium) and the Transcendence of Divine Justice
As the reviewer's critique rightly observes, if the crimes of Tyre, Edom, and Ammon are judged solely by the ancient Near Eastern parity treaty or by the law of nations (Ius Gentium), the theological order is inverted. Barton is right that the nations were not under the Mosaic covenant at Sinai, so their indictments mention no violation of sabbath or cultic regulations [2, 3]. That does not mean that God's judgment waits on the treaties kings make with one another. The treaty norms of the ancient Near East, and the good faith (bona fides) between states, reflect a moral law God has written into the human heart. They are a worldly reflection of divine justice (Iustitia Dei) [5, 6].
2) Paul Helm on Calvin: The Hierarchy of Natural Law, Equity, and Common Grace
Paul Helm, in his analysis of Institutes IV.20.16, identifies a structure of three terms in Calvin's thought: natural law (lex naturalis), equity (aequitas), and common grace (gratia communis) [5, 6].
[The hierarchy of divine justice and common-grace order, as analyzed by Paul Helm] [ God's eternal character and justice (Iustitia Dei) ] │ ▼ [ Natural law (Lex Naturalis) ] ──> moral law imprinted on conscience (Imago Dei) │ ▼ [ Equity (Aequitas) ] ──> the purpose, norm, and limit of all human laws and treaties │ ▼ [ Common grace (Gratia Communis) ] ──> restrains the barbarism and anarchy of fallen society
For Calvin, the core of the natural law God writes on the human heart is equity (aequitas) [5, 6]. Equity is the golden rule, to treat others as one would be treated, and it is the highest norm and limit (scopus, regula, et finis) that every written law and international treaty must observe [5, 6]. So that fallen humanity does not destroy itself, God sustains through common grace the keeping of covenants, legal good faith, and the restraining force of conscience [5, 6].
Seen in this light, Tyre's sale of entire communities into slavery, Edom's pursuit of its brother with the sword, and Ammon's atrocities were not merely breaches of diplomatic etiquette. They violated the preservation order that God grants to human society through common grace. They also trampled the sanctity of life grounded in the image of God (Imago Dei) and the Noahic covenant of Genesis 9:5–7. They were blasphemous rebellion [4, 5].
2. Proposition 2: Syntax, LXX Textual Criticism, and the Identification of Imperial Military Terror
1) Tyre (1:9–10): The "Covenant of Brothers" (בְּרִית אַחִים) and the Commodification of Persons
The indictment of Tyre in Amos 1:9 reads: "Because they delivered up a whole community to Edom and did not remember the covenant of brothers" (וְלֹא זָכְרוּ בְּרִית אַחִים).
As Stuart and Chisholm both explain, bərît ʾaḥîm (בְּרִית אַחִים) occurs nowhere else in the Hebrew Bible. It refers to the Phoenician–Israelite parity treaty of the David–Solomon–Hiram period [1, 4]. Tyre abandoned the faithfulness (zākar) that such a fraternal treaty demanded. It seized and sold entire civilian communities (gālût šəlēmāh) into Edomite slave markets [1, 4]. The commodification of human beings broke the equity that common grace is meant to protect.
2) Edom (1:11–12): The LXX's "Womb upon the Earth" and the Refutation of the Fishbane Hypothesis
The central phrase of the Edom oracle is "he destroyed his compassion" (שִׁחֵת רַחֲמָיו, šiḥēt raḥămāyw). Fishbane and Barré argue, on the basis of comparative ancient Near Eastern vocabulary, that raḥămāyw should be read not as the abstract "compassion" but as the secular technical term "allies" [4, 7].
The LXX textual evidence, however, outweighs this secular lexical proposal. Glenny answers Gelston's simple-error thesis. He shows that the LXX translator re-vocalized the consonantal root רחם (r-ḥ-m) as reḥem, "womb," and so produced a deliberate, exegetical translation [8, 9].
[Textual-critical and exegetical comparison of MT and LXX, Amos 1:11] Masoretic Text (MT): וְשִׁחֵת רַחֲמָיו (wəšiḥēt raḥămāyw) ──> "and he destroyed his compassion/pity" Septuagint (LXX): καὶ ἐλυμήνατο μήτραν ἐπὶ γῆς (kai elymēnato mētran epi gēs) ──> "and he defiled the womb [of mothers] upon the earth" [8, 9]
According to Glenny, the LXX translator linked this reading to the motif of the slaughter of unborn children in war, found in the Ammon oracle (1:13) and across the Minor Prophets. The translator thus rendered visible a cosmic crime: Edom had violated the sacred maternal order by which life is conceived and sustained on the earth [8, 9]. The LXX reading is the clearest textual refutation of Fishbane's reductive political reading.
3) Ammon (1:13–15): Control of the King's Highway and Imperial Military Terror
The indictment of Ammon is "they ripped open the pregnant women of Gilead" (בִּקְעָם הָרוֹת, biqqəʿām hārôt), and the purpose clause that follows reads: "in order to enlarge their border" (לְמַעַן הַרְחִיב אֶת־גְּבוּלָם).
As Cogan and Chisholm have shown, this is no poetic exaggeration [4, 7]. Gilead east of the Jordan was a strategic stronghold on the King's Highway, a major artery of the ancient Near Eastern trade network. To monopolize the route and take the land permanently, Ammon eliminated the legal heirs of the conquered population at the fetal stage, a tactic that breaks a people and generates terror. This was a form of terror warfare comparable to Assyrian imperial practice [4, 7].
God therefore pronounces a theophanic judgment by fire against the walls and palaces of those who violated the source of life: "I will send fire … and it shall devour her palaces" (וְשִׁלַּחְתִּי אֵשׁ ... [1, 10]. This is the retributive justice (Iustitia Vindicativa) by which God brings down the proud governing structures of empires that ruled over his creatures [12].
3. Proposition 3: Impartiality, the Christological Mediation of Satisfaction, and Universal Salvation
1) Brueggemann and Waltke: Rhetorical Encirclement and Impartial Justice
Walter Brueggemann shows that Amos moves through the nations in a circle of judgment ("Circling the Target") and then drives his final arrow into northern Israel itself (2:6–16) [11]. As the reviewer rightly insists, this should not be read as a dissolution of Israel's covenantal election into pluralism. Amos does not deny election. He exposes a distorted nationalism that turned privilege into a license for injustice, and he establishes that privilege carries heavier covenantal accountability: "You only have I known of all the families of the earth; therefore I will punish you for all your iniquities" (Amos 3:2) [11, 12].
Bruce Waltke observes that the principle of impartiality (Impartiality) that Amos establishes is the root of Paul's judicial argument in Romans 1–2 [12, 13].
[Structural and salvation-historical correspondence: Amos 1–2 and Romans 1–2] Amos 1:3–2:16 (indictment of nations and Israel) Romans 1:18–2:11 (Paul's judicial indictment) ┌─────────────────────────────────────────────┐ ┌─────────────────────────────────────────────┐ │ ① Indictment of the nations for crimes │ ═══════> │ ① Gentiles condemned for rejecting general │ │ against natural law (Damascus, Gaza, │ (parallel)│ revelation (Rom 1:18–32: idolatry, │ │ Tyre, Edom, Ammon) │ │ moral corruption) │ └─────────────────────────────────────────────┘ └─────────────────────────────────────────────┘ │ │ ▼ (rhetorical encirclement) ▼ (judicial reversal) ┌─────────────────────────────────────────────┐ ┌─────────────────────────────────────────────┐ │ ② Israel condemned for injustice under the │ ═══════> │ ② Jews who boast in the law condemned for │ │ law (Amos 2:6–16: exploitation of the │ (fulfilled)│ hypocrisy (Rom 2:1–29: the judge has no │ │ weak) │ │ excuse) │ └─────────────────────────────────────────────┘ └─────────────────────────────────────────────┘ │ │ ▼ (theological conclusion) ▼ (impartial retribution) ┌─────────────────────────────────────────────┐ ┌─────────────────────────────────────────────┐ │ ③ No special exemption for Israel (9:7): │ ═══════> │ ③ God shows no partiality (Rom 2:6, 11: │ │ the impartial universal justice of Yahweh│ │ "according to each one's deeds") │ └─────────────────────────────────────────────┘ └─────────────────────────────────────────────┘
2) Amos 9:11–12, Acts 15, and the Penal Substitution of Christ
The great salvation-historical reversal of the book, however, does not end in judgment. Amos 9:11–12 declares: "On that day I will raise up the fallen booth (sukkat Dāwīd) of David … that they may possess the remnant of Edom and all the nations" [14, 16].
At the Jerusalem Council in Acts 15, James, the Lord's brother, quotes this passage of Amos (Acts 15:16–18) in the Greek form of the LXX [14, 15]. As Savelle has shown, James relies on an LXX tradition that reads the Hebrew consonants אדום (Edom) as אדם (Adam, humankind) and ירש (possess) as דרש (seek). He uses this to argue that the restoration of David's booth, realized through the resurrection and exaltation of Jesus Christ, means that Gentiles become members of the people of God "as Gentiles" (as Gentiles), without circumcision or submission to the yoke of Judaism [14, 15].
[Salvation-historical reversal and the Christological mediation of satisfaction (Satisfactio Christi)] Amos 1–2: universal condemnation and judgment of the nations and Israel, held under the law and natural law │ ▼ [ Christological mediation: penal substitution by the cross of Christ (Satisfactio Christi) ] · Galatians 3:13 — "Christ redeemed us from the curse of the law, having become a curse for us" · Romans 3:25–26 — the propitiation (hilastērion) satisfies divine justice (Iustitia), and God justifies │ ▼ Acts 15 / Amos 9: in the risen son of David, the universal salvation of the nations (Edom and all peoples) is completed
This is where the decisive dogmatic link appears. God's just and impartial justice (Iustitia Dei) never turns sin into grace by overlooking it. How, then, can Edom and the nations, who deserved the consuming fire of Amos 1, be incorporated as the people of God in Acts 15?
Only because Jesus Christ bore on the cross the full condemnation and penalty of both the law and natural law, in what is called penal substitution (Satisfactio Christi; Gal 3:13; Rom 3:25–26). As the propitiation (hilastērion), Christ fully satisfied God's retributive justice. Therefore the nations who were the objects of judgment can now be remade as a holy covenant people within the true booth of David, the church [14, 15].
III. Objections and Exegetical Responses
This section considers three objections that may be raised against the exegesis above from the standpoints of Old Testament criticism and ethics, and responds to each.
1. Objection 1: Fishbane and Barré's Restriction of the Edom Term (רַחֲמָיו) to Treaty Vocabulary
- The objection. Fishbane (1970) and Barré (1985) argue that in Amos 1:11 raḥămāyw should be read as the technical term "allies" from ancient Near Eastern treaty law, not as the abstract "compassion." On this view Edom's crime is the breach of a political alliance [4, 7].
- Text-critical and exegetical response. Fishbane's treaty background is useful, but his approach commits the error of lexical reductionism.
First, the LXX's distinctive reception history. Glenny has shown that the LXX translator re-vocalized raḥămāyw as reḥem and rendered it "and he defiled the womb upon the earth" (καὶ ἐλυμήνατο μήτραν ἐπὶ γῆς) as an exegetical translation [8, 9]. This shows that the ancient reception of the text read Edom's crime not merely as the breach of a treaty but as a counter-creational violence against the order that sustains life.
Second, Amos places the term "brother" (אָחִיו), which evokes patriarchal tradition, beside raḥămāyw. The effect is a deliberate double sense: a political alliance joined to a familial, maternal compassion [4, 7].
2. Objection 2: Stuart's Literary Hyperbole Reading of Ammon's "Ripping Open of Pregnant Women" (1:13)
- The objection. Stuart (2012) argues that the phrase "ripped open the pregnant women" in 1:13 is a prophetic summary of the cruelty of war, a synecdochic hyperbole rather than a record of an actual crime [1, 10].
- Historical and syntactic response. Stuart's reading flattens the historical reality of the ancient Near East.
First, as Cogan (1983) shows, the Assyrian annals of Tiglath-pileser III and the biblical historical record (2 Kgs 8:12; 15:16) indicate that this practice was carried out as real terror warfare, aimed at controlling the King's Highway and permanently seizing territory [4, 7].
Second, the clause ləmaʿan harḥîḇ ʾeṯ-gəḇûlām ("in order to enlarge their border") is a clear purpose clause. Its presence shows that the act was a deliberate, carefully calculated, and historically real mass killing aimed at expanding territory [1, 4].
3. Objection 3: Barton's Non-Assimilation Thesis: The Oracles Are Secular Natural Law, Not Salvation-Historical
- The objection. Barton (1979) argues that because the oracles against the nations contain no Mosaic Torah, their standard is only the customs of the ancient Near East and secular natural law, unrelated to salvation history or Christological fulfillment [2, 3].
- Salvation-historical and dogmatic response. Barton is right to note the absence of the Sinaitic Torah. But reading that absence as a break from the whole of salvation history overlooks the canonical framework.
First, as Helm shows in his analysis of Calvin, natural law and equity are not secular and autonomous. They rest on God's character (Iustitia Dei) and on common grace (Gratia Communis) [5, 6].
Second, the impartial justice that Amos establishes leads directly to Paul's argument in Romans 1–2 [12, 13]. The restoration of David's booth in Amos 9:11–12 is brought to fulfillment in Acts 15 through the cross of Christ, which makes the Gentiles heirs of universal salvation [14, 15]. The oracles against the nations are therefore not merely secular natural law. They are a necessary theological foundation pointing toward the summit of salvation history.
IV. Conclusion: Summary and Theological Implications
1. Summary of the Study
This study has read the oracles against Tyre, Edom, and Ammon in Amos 1:9–15 together, through historical-grammatical exegesis, LXX textual criticism, New Testament intertextuality, and dogmatic reflection on common grace.
First, the basis for indicting Tyre's trade in persons and the crimes of Edom and Ammon does not depend on secular treaty law. It rests on God's eternal justice (Iustitia Dei), on the preservation order established by common grace (Gratia Communis), and on the Noahic prohibition of bloodshed (Gen 9). The indictment is a universal and providential condemnation (Proposition 1) [4–6].
Second, the LXX reading of Amos 1:11, "and he defiled the womb upon the earth" (καὶ ἐλυμήνατο μήτραν ἐπὶ γῆς), and the analysis of the Gilead charge in 1:13 (בִּקְעָם הָרוֹת) show that Edom's and Ammon's crimes were imperial military terror. They aimed at controlling the King's Highway and permanently taking territory by destroying the maternal order of life (Proposition 2) [4, 7–9].
Third, the impartial justice of God that Amos proclaims (Rom 2:1–11) and the call to covenant responsibility are turned toward universal salvation in Amos 9:11–12 and Acts 15. That turn is made possible by the penal substitution of Jesus Christ (Satisfactio Christi; Gal 3:13; Rom 3:25–26), which satisfies divine justice (Proposition 3) [12–15].
2. Salvation-Historical, Theological, and Pastoral Implications
The implications of Amos 1:9–15 for the contemporary church are serious.
First, God's impartial universal justice and the covenantal responsibility of the church. Northern Israel in the eighth century misused its election as a license to excuse injustice. The church today must not misuse the grace of salvation as a license for moral indulgence or a sense of entitlement. God does not show partiality, and he renders to each person according to his deeds. He is the judge who acts with impartiality (Rom 2:6, 11).
Second, the practice of universal moral life and public ethics grounded in common grace. The crimes of Tyre, Edom, and Ammon expose two modern temptations. One is the commodification of persons for profit, and the other is the imperial violence that tramples the weak and the unborn to enlarge territory. Both are blasphemy against the Creator. Christians must uphold equity and the value of common grace, and they must practice the dignity of human life and public responsibility in their daily circumstances.
Third, the grace of the kingdom of God completed through the cross. The fire that Amos announces against the nations is finally transformed in Jesus Christ, who bore our curse on the cross and rose again. In him the saving grace of God extends to all humanity. The church, by the gospel of the cross, tears down the walls between Jew and Gentile, strong and weak. Until the Lord returns, it lives as the holy community of David's restored booth, proclaiming true justice and peace (shalom) to the world.

Amos's Oracles Against the Nations
III. (Objections and Rejoinders)

(Oracles Against the Nations: OAN, 암 1:3~2:16)’ 중 두로(1:9~10), 에돔(1:11~12), 암몬(1:13~15)을 향한 여호와의 사법적 기소와 판결을 다룹니다.
III.
(Graded Numerical Parallelism: $X // X+1$, "For three transgressions... and for four")로 엮어냅니다 [1, 3].
(Impartiality)

III.
